JOCELYN SMALLEY was born to the Late William and Ligella Smalley in Philadelphia, PA on December 24, 1956. Jocelyn was not able to attend Philadelphia Public School, but instead, attended the Special People in the Northeast (SPIN) Educational Programs. Joscelyn had close friends while at SPIN (Pam Follette, Josh, and Monica Mae). Her caregivers at SPIN were (Harriette Johnson, Charlet Foster, Leandra Davis, Nancy Kennedy, Tonia Skries, and especially Peg Capasso). They were all very nurturing in the service they provided to the needs of Jocelyn. She spent approximately twenty years with her SPIN Family and grew very close to them. When Jocelyn left the SPIN agency, she moved into the Meadow View Hospice facility.
Jocelyn was a lover of desserts and Oreo cookies. She would smile, laugh, and be filled with joy while receiving her snacks. She enjoyed watching the Maury Povich show, and imitated when it came to hearing, “You are Not the father!”
Jocelyn leaves many cousins to mourn her departure: LeRoy, Jeanette, Anthony, Deboreth, Denise, Elder Dr. Andre, and Lisa, along with Lily Mae Downing, Patricia Samuels, Bernice (Bunny) Grant, the Meeks, Dowling, and Grant families; from Bamberg South Carolina.
